01年的车，卖家是第3任车主，07年10月买的车，之前的记录很正常，每年pass
emission test, 到他买了之后，就没有emission的记录了，只有3条记录：
10/16/2007：Title issued or updated
New owner reported
01/23/2008 Parts requested for repair:
Right front door
Right rear door
07/17/2009 Registration issued or renewed
Registration updated when owner moved
the vehicle to a new location
Vehicle color noted as Blue
这会是什么原因阿？
