I am very curious, how/where can you get this 自己准备的车牌 before you even
have a car? 车牌 is from your state's DMV, although you can probably
choose a special plate for extra money.

Yes, that should work, but you have to have a car first. I doubt any DMV
will assign you a plate if you do not even own a car.

back to your state's DMV.

I have a car currently with a plate on it. But I am planning to get a new
truck, on which I would like to place a customized plate.
It seems the customized plate can be bought without a car, then just
register this plate when buying new cars. Because according to the myplates
website, the plate can be bought as a gift for someone else.

That sounds great, then go for it.
Another way is, if allowed by your state, you can buy the car first, then
order a personalized plate from the DMV for some extra money. The "
personalization" must be approved by the DMV due to various reasons, ie, you
cannot use offensive words.
