you are right. He could not be F2, since his "wife" is not F1. He had to
apply F1 to enter USA, after his gf becoem citizen, after marriage, he could
apply GC.

she hold GC, so she is not F1. F1 is only for foreign students without GC.
your brother could only apply himself, and all his future status depends on
himself, his gf could not do any help. That is why many girls either marry
citizens, or marry someone who has not submit 485 (has not got green card
