Our DBA created two files for our database installation program: one file is
using PL/SQL contains all the scripts to create table/index/references/etc,
and one database backup file (*.dmp). He also provided a shell/batch script
to start the "job". You may have to use isqlplus interface to create
table/index/references/etc. instead of Perl. Sorry, I am not a DBA, I just
wrote the installer.

Look for import export utility in oracle. It is very handy.
