I wonder if there is a design principle for query the db once, then
store all information in a program that users from web site can click
their way through.
I wonder if all things can be stored in an perl array and print each row once
by click by the user.

You could get data one time, store them in your sessiont vars.
It will increase the server workload though.

depends on what script you are using. it is somehow hard by cgi/perl,
but very easy by jsp. You could create objects and same them in session.
