First, don't put email address in the job ad. Ask them to mail application ( resume, cover letter, three references letters, etc) to your company. It will cut down huge number of applications (those recruiters, auto-emails). Second, don't make it too obvious that this job is for PERM. Someone American may purposely sabotage it: alter his/her resume and list everything in your job ad in his resume. To eliminate them, your boss needs to interview them (phone is enough); ask questions and write down their answers. If a person cannot answer 6 out of 10 questions correctly. Reject with provide false information in resume. Don't just "如果有合适的申请人, 撤了重打要等90天以后." What if you have the second "如果有合适的申请人, 撤了重打要等90天以后." and third ... Do the interview. It may take your boss time but it will work. Sometime, applicant will reject your company's offer.

Like MS + 6 months experience; experience earned during masters study is acceptable; MS in XX or equivalent foreign degree; etc. A friend of mine got a phone interview with a company. The interviewer was a Chinese too. Later he got the reject letter. He couldn't understand why the person rejected him. He said the interview went really well. He answered all questions right. So the recruiter obtained the reason from the person who did the interview. It showed that he did very bad in the interview as he answered this and that wrong. He was angry because that was not true. I then asked him to show me the job ad. I looked at the ad and it was just like a PERM job ad. Then we searched the person's background, guess what. He joined the company a little over a year ago and his background matches the job ad. When I explain to my friend that he might just applied for someone's PERM application. It made sense to him. No matter what, he cannot be qualified. He didn't want to ruin the guy's PERM so he just moved on. Hope you company allows you do the interview;-) Yes. if it's a tech position.

If you ask privately, I am sure some here did interview themselves. My company is very formal. I just know two candidates other than me met the requirements. My boss did interviews and rejected them. I know one was not a citizen/GC holder. The other I believe put some false info in his resume or something like that. Anyway, it's an unknown until you open up the 'box'. but you'll have to go through it.

It is illegal for the person to be involved in ANY part of the recruitment. and be an interviewer is so obviously illegal.

If DOL knows then that person's PERM will get denied? But how can DOL know? His boss can say he did the interview.

If boss is willing to lie (like ICC), no recruitment is needed for PERM. Just do SWA wage request and posting, then two Sunday newspaper ad, then lie about the other 3 efforts, ignore all applicants, wait 60 days and then file online. As long as there is no audit, and no spy or planted anti-PERM fake applicant, PERM may actually be approved.
