04/20/2012: Looming Up of Frame of Rubio DREAM Proposal
Florida U.S. Senator Marco Rubio has yet to finalize his version of DREAM
bill, but pending the completion of his draft, he has been spilling out
pieces of information here and there through the media. Probably this is
related to his political strategy to keep his name at the center of the
election-year political process. Apparently, the bill may not be introduced
until around the Summer, but the pieces of information appears to boil down
to one simple sentence: The eligible undocumented alien youngsters who serve
in the U.S. armed serves or going to the college may be allowed to stay in
the U.S. legally in the form of a nonimmigrant status, but when it comes to
the permanent resident option, they will remain one of any other
nonimmigrants who need the immigration sponsorship in the form of family-
based or employment-based or other types of legal immigrant petitions to
apply for the adjustment of status to a lawful permanent resident and they
will have to wait in the same waiting line as any other immigrants to get
the immigrant visa numbers in the Visa Bulletin. Again, no details are
available at this time, but foregoing concept may face less conflict with
the "legal" immigrant community and somewhat smooth-out resistance in the
Tea-Party hardliners. It is uncertain how this concept will be taken by the
DREAMERs but some may find it interesting.
