移民法改革草案里面关于价值签证有这样两句话
Merit-Based Visas• The merit based visa, created in the fifth year
after enactment, awards points to individuals based on their education,
employment, length of residence in the US and other considerations.
Under one component of this merit based system the Secretary will allocate
merit-based immigrant visas beginning on October 1, 2014 for employment-
based visas that have been pending for three years, family-based petitions
that were filed prior to enactment and have been pending for five years,
long-term alien workers and other merit based immigrant workers

最好用的肯定是Kitchen Aid加面条附件，至少五六百大洋。
便宜的手动，到马勺淘一个二十块钱的就行了，都差不多的。

就是说，2015财年就开始有名额了，但是第一年名额用来清空eb和fb的backlog，接下
来几年也有部分用来继续清理backlog，到第5年正式用作打分绿卡
