I dont think so...
You can only know whether these are wasted or not at the end of calender
year after USCIS release the actual approval no.
"Also when applicants upgrade or downgrade application, they are counted
twice", if this is true...too much is wasted already in the past years...
how many eb1 has been approved? usually they also applied NIW ...If EB2
upgraded to EB1, EB3 upgraded to Eb2, all these will be counted twice? It
does not make any sense..

拿这些降级的人拿了绿卡之后，EB2就不算他们了吧

Yes! And most of the 降级的人 have PD from May 2010 to September of 2012.
They didn't exisit in Charlie Oppenheim's Demand Data. It's bullshit.

上次推算过一下，唯一可能出现浪费的是，在大概9月的时候进了一批人，结果多数人
已经在eb3里了，好像就这种情况可能出现浪费

恩，我也预测过EB2会浪费掉名额。楼上的赫是wishful thinking，事实上很多已经有
EAD的直接relink EB3走人，抢桃子谁会谦让，快几天也是快，永远不要低估人的本性。

哪个降级的不写上eb2的info, 没有证据不要瞎猜。白痴一般都以为别人是白痴。

You've added nothing to this discussion except for you ridiculouse assertion
that EB2ers are idiots and did not indicate their EB2 case number before do
wngrading--- that's just not technically possible.
The only guity parth here is fuwu who gave Oppenheim a perfect excuse to sto
p EB3c advancement when there were plenty quota for the rest of the year.
