最简单最逻辑的办法是让所有i140提交485

你是明白人，嘿嘿
不过都直接收485，那还要h4 ead有什么用。
所以，我觉得，大胆推测，就是140批准后2年或者3年，就算排期不到，都能交485. 但
是暂时给不了绿卡。

我是不相信NIW成了最不容易绿的人了，应该是让更多得不到雇主支持的，能自己创业
的人有更多机会居留才是应有之义，则NIW140应该有相应的政策才对

的，换句话说，一直 C.

通过visa bulletin放水。

这个讨论过无数次了交485必须有名额没有灰色地带。如果能让preregister拿就是最
好结果了。

不要浪费名额；准确预测排期。第一点放水就可以了。第二点有难度。但有大统领旨意
，奥本应该不敢克扣别国名额给烙印。不然到他老板那告丫的。竟敢顶风作案。

恩， niw会改，而且看上去批准后会给parole的身份。因为有一段说，申请不了niw的
都会case-by-case的给parole身份。

但问题是，pre registration以后，是什么身份？

还是原来的身份，只是提前享受ead和ap的便利。
这不是缩短排期的根本办法，算是个等排期中的便民措施吧。比原来的做法人道。

谁知道呢好像移民法规定us attorney general 可以issue authorized stay。这本身
也是合法身份的一种。可能就是这个吧。

这么做的根本原因是奥巴马不想在合法移民问题上冒一丁点风险，他要确保只做自己有
权做的，那就是发EAD，别的都不动，你没法说他违法了吧， EAD是临时性的，他有权
力发

aos本身是一个status
但我发现pre register这个说法出自IV。

这已经不能用原来485 ead那套来解释了。因为你的状态也不是aos，看细则吧

奥巴马的确有权给140发ead
但是这回还真就没发。你能怎么样？

原则上总统可以发绿卡乃至直接公民，不过要一个eo解决一个

我相信，如果uscis不执行，你我不能怎样，但是烙印会纠缠到底的。
