听他今天讲话的隐含的意思，我猜测，这次估计是要赦免在美国生了美国娃的无证移民
，说是不
赦免他们会遭受家庭分离痛苦。这样大赦的理直气壮，又体现了美国人民的博爱。
这，大概能cover 70%的无证移民吧。
如果没有生娃的无证移民，只有两个月了，现在生还来的及吗？

我认为他肯定会动手发EO
下面两年，在移民问题上可以说任何综合性法案都不可能通过 （除非奥巴马准备签署
共和党送上来的法案）
那么奥巴马推出EO就是他权力范围内唯一能做的事情了，如果这个都不做，那等于直接
向共和党投降， 并且承认自己两个任期内在移民改革问题上一事无成。 即使为了自己
脸面， 奥巴马也会推出EO。
这个EO，我谨慎乐观地认为会包括一些对合法移民有利的条款，以及一些对非法移民有
利条款 (受益人可能达到百万）。 这次中期选举对他原计划的影响是，他恐怕要拿掉
一些争议性过大的条款 ， 但是作为花边icing的合法移民，肯定不是争议大的部分

What he meant: Yes, I’m gonna do this immigration-reform-by-executive-order
thing.
Translation: Obama’s insistence that he’s will still act unilaterally on
immigration was perhaps the best evidence that the White House isn’t fully
embracing conciliation as a strategy.
Senior Obama aides know the president will take a lot of heat for an
executive order that halts deportations for millions of undocumented
immigrants. Doing it after an election in which Democrats lost control of
the Senate makes the move that much more controversial.
Chuck Todd, moderator of NBC’s Meet the Press, predicted Tuesday night that
the results “put an end to it because it would be a provocative act
politically.” McConnell warned Wednesday that it would “poison the well.”
Former White House senior adviser David Axelrod tweeted that Obama should
delay the executive order until Boehner gives the partisan Senate bill an up
or down vote, which he has so far refused to do.
But Obama reiterated several times that he’s done waiting and doesn’t care
much about it change the dynamic on Republicans. If Republicans truly want
to pass a bill, they can, Obama said, and that would nullify the executive
order he’ll issue by the end of the year.
“This is the long-term play,” a senior administration official said. “
This is something that may be difficult in the short term, but for legacy
reasons, for 2016 electoral reasons, it may be the most important thing we
do.”

我也注意到这顺序了。 我觉得要么他不搞EO，要搞就应该有合法的部分。

不管是recapture还是绿卡限额，奥黑都是没有任何权利做的，EO的权限根本就没包括
这种需要立法解决的事，所以觉得EO会涉及合法移民的都是搞笑，一厢情愿

现在到年底大概还有7周，会不会八马要当一次圣诞老人，在圣诞节前那周发EO当圣诞
礼物?

我估计选项早就拟定，就是出台多大的力度他心里没底，还得听取党内意见，媒体风评
才能决定。有人认为他在等预算案。不论怎样，猜测感恩节和圣诞节都是节点。
