不会太快的，有人说一年以内，这么大的工作量需要的，政府部门schedule都是固定的
，程序也是固定的，要开很多会，一个星期讨论一个题目，需要一段时间。

他们会有priority，有些是要优先处理的，我是根据别的政府部门的情况猜的，如果合
法是priority的话会快一点。
