Dear xxx:
Thank you for contacting me regarding immigration reform. The need to fix
our broken system is clear, and I appreciate having the benefit of your
insight on one of the most important issues of our day.
Immigration reform is ultimately about securing our nation’s borders and
improving our system for legal immigration, not about rewarding illegal
actions. We are a proud nation of immigrants, and we are a nation of laws.
If policymakers will agree that all immigrants must abide by the rule of
law, then we can reach consensus on ways to improve the immigration system
so that it meets the needs of our society, our economy, and our national
security.
Unfortunately, the immigration reform legislation (S. 744) that passed the
Senate on June 27, 2013, does not guarantee the security of our borders.
For this reason, during Senate consideration of S. 744, I offered the
RESULTS Amendment (S.Amdt. 1251), which would have required the Department
of Homeland Security to gain full situational awareness and complete
operational control of the Southern border prior to allowing illegal
immigrants to adjust to permanent legal status. My amendment would have
also deployed 5,000 additional border patrol agents and supplied them with
the best technology available. It would have strengthened and revitalized
our border infrastructure so that law enforcement can better detect, deter,
and intercept criminal activity. Additionally, my amendment would have
provided border law enforcement agents with enhanced legal tools to seize
the operatives, instrumentalities, and assets of the drug cartels—hitting
these criminals where it hurts them the most. Unfortunately, my amendment
failed, and I was therefore unable to vote in favor of S. 744. You may be
certain that I will continue to work with my colleagues to pass immigration
reform that guarantees the security of our borders and ensures the stability
of our immigration system for future generations.
I have worked throughout my time in the Senate to develop a solution to our
broken immigration system, and I believe we will succeed. I encourage you

As we consider immigration reform proposals, I will continue to promote these policies, but I will oppose any bill that rewards illegal conduct and encourages further disrespect for our laws.

The U.S. Department of Homeland Security (DHS) and the U.S. Citizenship and
Immigration Services (USCIS) have considered changes in immigration
regulation that would allow certain spouses of H-1B visa holders to work
legally while their visa holder spouse waits for his or her adjustment of
status application to be adjudicated. Specifically, employment would be
authorized for H-4 dependent spouses of principal H-1B visa holders who have
begun the process of seeking lawful permanent resident status through
employment after meeting a minimum period of H-1B status in the U.S.
These procedures are not yet in effect and will not be available to
potential applicants until DHS and USCIS publish a final rule in the Federal
Register specifying the effective dates.
You may wish to visit the DHS website for future updates and criteria for
those who seek a work authorization for spouses of H-1B visa holders. This
information is posted at the following website: http://www.dhs.gov.
There is no legislation pending in the Senate addressing this issue. I will
keep your concerns in mind in case this matter is considered in Congress.
