how could he and why would he mention timing? wait for the proposed rule to
be published first.
most of us want this completed yesterday, but if you look at h4 ead rule
making process. from publishing of the proposed rule to the effective date,
it's 1 year and 2 weeks. this is not counting creating of the proposed rule
and the actual EAD processing time.it's definitely not an average, but it's
an adequate reference.
