140不需要EVL

如果你想要140申请资料的Copy，可以先问公司HR或律师要，也可以直接找USCIS要（
FOIA request，填G-639表）。

同时也可以找DOL，通过FOIA要PERM申请资料的Copy。
http://www.dol.gov/dol/foia/FOIASubmit.htm
这些资料里应该有当时PERM申请的工作职责描述或者140申请时的EVL。
