This means your RFE documents have not been reviewed by an officer. After
USCIS reviews your RFE, they will tell you no Visa number available.
This happened last year.

request Review, however, DOS is not authorizing any new visa reques from
USCISt,effectively July 31,2015, which is in response to your inquiry "under
applicable laws, regulations and policies".
