如果只有pending perm，没有已经approved 140的话，那么应该是不能用来到B公司
renew h1b的。

When Company B submits an H1B application for you, it needs to provide all
evidence from Company A that your PERM has been pending for more than 1 year
and has not been certified or denied. If you H1B application get a RFE
about your PERM, do you think Company A will provide the information to
support your H1B application from Company B? Too risky to do this.
Also if your PERM is certified, your job change will impact the 140
application.

file 的 PERM, 一定要等到今年4月才可以 file H1-B 一年延期，还是现在就可以
file, 4月以后生效？谢谢！
