You have to be an IEEE member, and subscribe correspoding journal
to read the journal paper. IEEE student member is not expensive,
tens of bucks per year. And it's easy to get approved.
But you still have to subscribe the journal. you can go to
http://opera.ieee.org
to get journals. They have online version(PDF) since 1997.
I am not sure about conference papers.
If you only want to search for articles, you can go to some search
engine:(Most of them needs an account, like OCLC, but most universit
