Our firm asks me to take IL SE. But I need to have my undergraduate
transcript evaluate first. Could anyboday tell me where I can get the
information for transcript evaluation?

go to IL board website to check. Normally it requires NCEES to evaluate your
transcript.

Illinios requires CPEES evaluation http://www.cpees.org/bulletin_1107.pdf. As a Chinese, your chance to succeed in that evaluation is extremely low no matter which school you graduated from. Also, Illinois requires that you take the TOEFL and Spoken English tests.
