It doesn't sound like it's an inner ear problem... Cochlear implant probably won't work. Sounds more like central auditory processing disorders to me. I don't know the medical treatment for CAPD, but his parents should definitely work on his communication skills, like lip reading, using sign language or even communication devices etc.

The kid is not deaf, but having nervous processing problem. Probably congenital, I would say... Sounds get into his ears fine, but when he starts to process those sounds, they become distorted. Google Central Auditory Process Disorder.
