can treat the 100/y or 300/y as the fixed cost
1/20mpg and 1/ 40 mpg as flexiable cost
you may get the intersection

it depends on your utility function. Given that you are very energy-conservative
minded, your utility function places more weights on how energy conservative
your car is.. and depending how much the weight is, you have different
conclusions. i mean, it all boil down to how you set up your model..
