'cocktail' has no other meaning...
but when it's used in such a way you'd described above... it carries a hint
of casual social encounter with the intent of sexual advance and with the
addition of "cocktail" and "harmless" to the sentence... these words also
create an effect of humor and reduce the social taboo/embarrassment of
straight up "flirting".
e.g.
(there's nothing wrong with casually caressing OregonGirl's arm and a tidbit
of ear licking....)
