Fishing by children 12 and under and adults 65 and over are allowed.
Fishing by persons of the age 13 to 64 is prohibited.

did it just say restricted to 12 and under, or did it say restricted to 12
and under or 65 and over?
If it's the former, more than likely they meant that kids under 12 are not
allowed to fish near the pond (some park have this policy). I really haven'
t seen any instances where they do not allow 65 and over to fish - seems
like a lawsuit waiting to happen...

Fishing is restricted to those 12 and under 12 or 65 and over 65.
