If you decide to take the environmental one, not the Civil one.
Then you need all of them.
If you don't want to study for the exam, then you don't need the practice
book.
Hope that'll help.

the PE reference manual is more than enough, if your only goal is to get a

but the price seems ridiculous, or i sold my used too cheap,
i offered the PE reference manual (2005 edition) and three other classic ENV
books for a total of $120 in this forum, and nobody were interested, it
seems you may be able to get an used one well below $100,
