是permanent的意思？permanent resident?不像。permanent labor certificate?

你做FEMA的项目吗？我以前的同事很多都考过，应该比PE容易。

没做,
但是我看了一下fema的资料，好像不难，HEC-RAS我比较熟悉。但问题是闭卷考试，
考的还是政策，permit相关的东东多，怎么背啊？

这东西有啥用啊？从来没听说过. 我这几年也没少做hecras的项目。

if you work on FEMA flood projects, you had better have this baby.
it is not an engnieer oriented certificate, more like a sort of policy/
management/permit application job.
but,if you have hydraulics/hydrology background,especially if you have
worked with HECRAS or other FEMA modelings, and you understand how route a
flow thru a river and how to analysize an encroachment effect to floodway,
it is helpful I think.
