Thinking out the box, I would suggest two actions:
The reason of the suggestion is that there might be wrong doing on the
immigration officer (or translator) side, sensing from the last word from
the translator.
Here are the two suggestions:
1. Work with your mom to reconstruct the process as detail as possible
and keep all relavent evidence, what the immigration officer (through
translator) asked, what did they write down, etc. Consult a lawyer (or
lawyers) to evaluate if there is any wrong doing on the immigration office (
or translator) side. If yes and you can make a strong case, sue the
immigration office in LAX and seek compensation – there probably will be
lawyers to take your case free of charge as far as you agree to give some
percentage of compensation to the lawyer if and when the compensation is
granted.
2. Regardless the outcome from the above, you can do one thing for sure:
contact your local congress person and senator’s office. State what
happened, express you concern (or angry) that your mom’s trip was disturbed
and your mom was unhappy. Ask the office to request a response from LAX
immigration office to explain the event – why they take your mom to
investigate her, what did they do during the process, did they offer water
to her (after a long trip), let her call you, was the immigration office
polite, etc (dig into detail, more details more work).
Some thought behind these actions:
1. The immigration office’s mission is to prevent illegal entries and
filter out some safety threats – not to disturb these normal visitors – at
least they should try their best to minimize the disturbance. I assume
your mom had all legal documents for her current entry and last extention,
thus there is no sound reason to deny her entry. In some sense, the
immigration office was abusing the power to pick her – don’t know the
exact reason, maybe the immigration officer just felt boring at that moment
and you mom happened to come into their eye, whatever, I don’t believe your
mom appeared as if she was illegal. The bottom line is, you and your mom
have the right to decide to file extention or not, and the immigration
office reviewing the application decide to grant the extention or not, the
embassy in China decide to grant visa again or not, these are not in the
power of the LAX immigration office. If you have all the legal
documentation for entry, they should let you in unless there is sound reason
for safety concerns – which I don’t believe play a role in this case (if
so, the immigration office need to justify their concern, which would be
hard for them). It is just that the visitor (your mom in this case) is
powerless facing the immigration officers, so some immigration officer may
feel they can do thing their way without much consequences. That’s right,
however,

your mom to US) are not powerless facing the immigration officers. Assume
you come legally, pay your tax (which at least partially funded the
immigration office) every year, you have the right (through your congress

immigration officer has stayed in the line and you have no base to sue. OK

work more (or get your in trouble if I can), write a report to the congress

she like to just go back home after work, or to stay late for these kind of
extra things if the LAX immigration office get pressured? Would the
congress person’s office be motivated to involve in this – should be.
