Thank you for contacting me regarding the Fairness for High-Skilled Imm
igrants Act (H.R. 3012). As always, I value the input of my constituents on
this and all issues, and appreciate hearing from you.
Congressman Jason Chaffetz (R-UT) introduced the Fairness for High-Skil
led Immigrants Act on September 23, 2011. H.R. 3012 would amend the Immigra
tion and Nationality Act to eliminate the per country cap for employment-bas
ed immigrants and increase the per country cap for family based immigrants.
This legislation would also amend the Chinese Student Protection Act of 199
2 to eliminate the provision requiring the reduction of annual Chinese (PRC)
immigrant visas to offset status adjustments under the Act.
I have always been a strong proponent of legal immigration, believing t
hat we should immediately streamline the process for those who are seeking c
itizenship through the legal and proper channels. It is also true that the
United States has been and must remain a nation of laws. We must continue w
orking to secure our borders as this is vital to our national security and t
he safety of all Americans. I also believe that the government should not a
dopt policies that encourage illegal immigration. For this reason, I have o
pposed proposals that include amnesty or access to taxpayer-funded benefits
for those who are in this country illegally.
As you may know, H.R. 3012 passed the House of Representatives on Novem
ber 29, 2011. Should this or related legislation come before the full Senat
e for debate, I will carefully review it with your thoughts in mind.
