do you think it is a good idea to refinance from 30 yrs fixed to 15 yrs

what is the purpose of the re-fi? it's nice to do no-cost re-fi to 15 year..
. with lower rate and it might decrease monthly payment or wont increase it
too much.

to pay off faster. I get the rate 4.5% for 15 yrs. is it good?

how much cost? how fast do you plan to pay it off?
with those parameters you can calculate to see if it's worth it.
