基本背景 eb1b：过了两条 - review 和 publication，但是 RFE 要 international
recognition。
USCIS 要求 update publications and citations if applicable? 这样的话有必要提
这些没 submit 的 manuscripts 吗？

No. Even the submitted but not accepted manuscripts do not help.
Accepted but not yet published manuscripts can be used with acceptance
evidence.
