The instruction indicates that all I-140 form Must be filed at the USCIS
Dallas Lockbox facility. So my understanding is that the package will stay
at Texas center if I PP, as there is no time to transfer to Nebraska center.
Is my understanding correct?

我听说Texas Center 通过率高一些，难道世道变了？
另外为什么要用E-file 呢，既然都是寄到Texas?

E-FILE是为了把CASE送到TSC，NSC总的来说更注重CITATION，当然TSC也有杀手，如果
不是E-FILE，有的要送到NSC

E-file 给你一个早几天或几周左右的priority date。
历史和常规技巧都证明 E-file+pp 保证case 100%在 TSC。
paper file+pp也一样。
TSC确实没有NSC的硬指标那么高，比如citation。

多谢各位的回复。
I-140 instruction 上写的是I-140 应该寄到 Dallas，
PP 的话，I-907 instruction 上写的是I-907/I-140 Package 应寄到Nebraska （我属
于Nebraska 区）。
如果要让材料留在Texas，是否应该先寄走I-140，拿到收据后再PP？一般多久能拿到收
据？
我EB1B，如果E-file 的话，是让HR做吗？自己E-file 行不？
