大家所知道的，把patent registration完成需要几年时间，我所在的小公司，
registered (在网上能search到的）patent，只有三个；但还有数十个pending
patents
请问大家这样的公司能否办EB1B?

three criteria:
1) More than 3 researchers
2) Research oriented
3) Ability to pay

There's no requirement on whether the company has any patent at all.
In your employment verification letter, you can let your boss state which
department in your company is into research, list the number or even names
of the researchers (there are more than 3 researchers), and your job duties
include mostly research. That's all.
In some RFEs, the IOs require more evidence on this company's ability to pay
, like what people need to do for EB2, and then this company should provide
some tax info, etc. But it's not needed for the initial 140 filing.
