好像学校internatinal office没有要petition letter for EB1B application,发信 去问他们, 刚才收到的回复: "The petition letter and offer letter are one in the same. If there is already an existing appropriate offer letter for XXX from when he was offered his current position then you can simply copy and use it." 我怎么觉得这么奇怪呢?从来没有听说过petition letter and offer letter是同一封 啊?大家知道么?谢谢!

They mean the position(job) offer letter. They probably mistaken your intention. For the petition letter, they normally call it "140 case letter". The international staff(or whoever handling your case will draft it). You have to speak with them using their language, not the language on this board. They have different names for different documents and their own way to handle it.
