It's true. Even 485 is denied, 140 remains valid.
485 is denied for many reasons. For example if 485 is denied because of J1
waiver not obtained, one can certainly submit another 485 after he gets the
waiver or remain outside of US for two yrs.

and how long should you wait before you submit your second 485?

用了EAD后485 deny只是OOS了
不影响原先I-140的。
但是你要考虑OOS后是不是重新入境再交485，等等别的问题。
