my wife is ending her F1, the expiration date is Dec 31 on I-20. we started
her H4 process, but probably the receipt for H4 will come only a few days
later than Dec 31.
would this be a problem ?

Why not E-file through online first then mail the support documents? Your
receipt date will be the day of your e-filling.

几天应该没问题吧，不是F1毕业结束了也有60天的grace period么？

Bullshit, Today is 12/19.
There are 7 business days left. Why could you send out the I-539 now. Do you
get P.H.D.?

It has nothing to do with your receipt, the crucial thing is that USCIS must
receive her COS application before her current non-immigration status
expires.
In this case she has 60 days grace period, so USCIS must receive her COS
application before that 60 day period expire.

请问如果是OPT马上要过期，也是这种情况么？
我老婆OPT一月就要过期了，准备转H4，也有这个gap可以用么？

but in her case, she's taking a leave of absence from her studies. so it
does not exactly match the word "completion of studies", does that really
matter?

that she is not attending class anymore and will not register for another
semester?

yeah, no more classes, not register for next quarter
when you say "USCIS must receive the application", doesn't that mean at
least the receipt production? or as long as we show the fedex delivery
confirmation?

OK then she does not have the 60 day grace period since she did not complete
her study.
Fedex delivery confirmation is enough. Usually USCIS keep a pretty good
track of when they receive it so when you receive the receipt a few days
later it should show the correct receipt date.
