在uscis网页上查到的，好像之前交了130但还在pending的，今年8月即使current也交
不了485。不知道我的理解对不对？下面是网页link，上面说是要两个步骤，第一步是
交130，而且要等着批。

pending means the case is pending
till pd is current. so when its current in august it should not be pending
anymore.
and I think u can file 130 485 together concurrently. this is the case when
my own eb2 application become current in 2007. I am 90% sure its same for
f2a cases.

it's just a customized statement meaning if your I-130 is not approved, you
cannot get GC.
same with all other categories

or any other category. USCIS will only say immigrant petition(I-130, I-140,
...) is approved so you can get GC. although for I-526 type, it is true
that no concurrent I-485 filing is allowed.
