今天一共有152条comment,看了一下,只有不到10条是support的,剩下的全是

why is that? I thought it only gives F1 students a opportunity to compete
with US citizens in the job market.

Well, think in this way. US invites so many STEM students to US to get
higher-education degree for free. US actually is doing an investment because
most of benefits can only be harvested in the next few years after
graduation. Then after graduation, US said you immediately get out of here
and contribute whatever you learn to other countries. If this is true, then
US is indeed SB.
Many Americans think this reduces their job opportunities so they don't like
OPT. Well, they think in a wrong way, why? Because even if this is true and
US do not like this effect, they should abandon their current policy in
enrolling international students instead of the policy after their
graduation. Because after graduation, the investment cost is already put
there, the game is already started and now in the middle, without a good
working policy, most of cost cannot be converted to benefit in the end.

这是我留的comment, 里面的数字完全是拍脑袋想出来的为了服务论点所用,同时有可
能有些语法用词不当之类的,给大家提供些思路,请轻拍。(拍了我也不会回复,默默

I strongly support the new 24 month STEM OPT rule.
(1) It is required 3 years OPT to train a qualified STEM worker.
It provides a sufficient time window for STEM students to get after school
training. 1 years practical training is way too short for training a college
graduate to be a qualified engineer/scientist (compared with the 3-5 years
residency period of medical school graduates).
(2) U.S. will suffer from tremendous financial loss by revoking old STEM OPT
rule and failing to publish new one.
Currently there are over 400000 STEM students studying in U.S. either in a 2
years master degree or in a 4 years undergraduate degree. The average
tuition per year they spend is $30000. Totally U.S. education system
receives 400000 * 30000 = 12000000000 = 12 billion USD per year. One of the
most important reasons they choose U.S. for receiving advanced education is
because it provides the best after-school training opportunity (17 months
STEM OPT). If U.S. education system can not provide STEP OPT extension in
the future. It will lose in the competition against other countries that are
providing it. Considering that a large portion of STEM students will
abandon their future plan to study in U.S. That is a huge impact on the
current U.S. education ecosystem that has already adapted to wide
internationalization.
(3) STEM OPT does NOT take away job opportunities from U.S. resident. H1B
does. Don't blame at the wrong thing.
Many have the misunderstanding that OPT students are taking away job
opportunities that belongs to U.S. residents. That is completely WRONG. OPT/
STEM OPT is for training and serving as a part of university education. The
OPT students who want to be working in U.S. in long term has to be converted
to H1B Visa, which the major contributor that takes away jobs from local
residents. According to 2015 data. Among the filed 215000 H1B applicants,
only 30000 (less than 13%) are STEM OPT students. The results of 2015 H1B
approval also shows that only less than 15% of the approvals are given to
OPT students, the rest are granted to workers that are imported from other
countries directly. If government want to control foreign workers and keep
more jobs to local residents. The right thing is to issue a H1B policy
change. Revoking STEM OPT will do very little to help.
On the other hand. U.S. government has imposed many restrictions on STEM OPT
students. For example, the total unemployed time during OPT cannot be
longer than 90 days, they can only work for e-verified companies, which is a
small portion of the job market, etc. Burdened by these immigration
policies, it is already an unfair job hunting game and they have no way to
be as competitive in many aspects as an equally good U.S. resident. If a
foreign student finally wins a job out from such a competition, that means
he/she is outstanding and is the person that this country needs. DHS is very
considerate on STEM OPT rule making and tuning to make the rule benefit the
U.S. national interests. People who are blaming with no-brainer should go
back and read the rules more carefully. Job doesn't grow on trees. It is not
like we drive all foreigners away from this country then you'll enjoy the
left over. It can be outsourced if capitalism fails to gain expected profit
margin from local. The right way to make everyone to have a job is to
bringing in outstanding people. They'll implement great ideas, make new
products and open lots, lots of jobs, so many examples around us such as
Satya Nadella, Sundar Pichai. You probably know the reason of China Qing
Dynasty began to fall in late 1800. Yes, because it refused to open to the
world. We do not want the history to be replayed here, in this great country
called United States.

I support the proposal that would allow such F-1 STEM students who have
elected to pursue 12 months of OPT in the United States to extend the OPT
period by 24 months (STEM OPT extension).
I believe it is the key to keep American companies competitive and survive
the competition from other countries. Let me use Apple as an example. Apple
is the biggest high tech company in the world, and probably everyone in US
is proud of having iphone designed in US. However, if you check the
smartphone market share (from IDC: http://www.idc.com/prodserv/smartphone-market-share.jsp ), Apple ranks #2, and #1, #3, #4, and #5 are Samsung (South Korea), Huawei (China), Xiaomi (China) and Lenovo (China). If the government do not do anything or even push those highly educated and trained STEM students back to their home country, and they will work for those companies, not Apple. It will only make companies in other countries more competitive.
Then, it feels like the U.S. only serves as a training school for those
students. US colleges and universities spend energy to educate and train the
students and then the students are pushed out of US and head back and serve
their own country. Especially, almost all the students who can come to U.S.
are the best students in their country, and it is a vital human resources
for US. Why not save those precious resources and make US better and more
competitive?
Some people may say, why not don’t allow those students come at first place
? Which means decrease the amount of F-1 visa. I think it is even worse idea
. Those clever students will success no matter where they are trained. This
F-1 visa actually serves as a selection process to pick only small amount of
top students from all over the world and have opportunities to know and
serve for US. I believe the government should extend the STEM OPT extension
to 24 months.
