yes, but many people don't do it if spouse is in USA on a non-immigrant visa
status not allowing immigrant intent, except for those who did it in August
and September of 2013, during which time they could concurrently file I-485
.

我咨询了三位律师，都说b2签证可以在美国递交485的，只要不是一到美国就递，等二
到四个月再递就行

Immigrant intent matters when you enter the U.S. It is irrelevant unless you
plan to enter the U.S.
