我看了USCIS的网站，上面就是把日期分为两种，一种是 Application Final Action
Dates (dates when visas may finally be issued);
另一种是 Dates for Filing Applications (earliest dates when applicants may
be able to apply).
请问这个对于只递交了PERM申请还在等批复的人来说，有什么区别？
第二个时间，在我的理解来看就是最早可以开始申请I 140的时间，第一个时间就是最
早可以开始提交485的时间，不知道我的理解是否正确？如果是的话，那么这个和以前
的那种靠PD来等排期的那一套有何区别？都还是要等啊...
比如，现在的visa bulletin显示，EB2的排期在2012年1月份，而485的排期在2014年的
5月1号。这还不是说哪怕140批了也等3年4个月才能提交485么？
请大家指点。谢谢！

排期机制并无改变
好处是可以递交申请EAd，AP之类

第一个是485可以被批准的截至日期
第二个是可以递交485的截止日期
区别是现在可以早点交485，早点拿EAD和AP

visa bulletin只针对485而非140了？如果是这样的话，下面的DOS官网内容就好理解一
些了：
Unless otherwise indicated in this bulletin, individuals seeking to file
applications for adjustment of status with U.S. Citizenship and Immigration
Services (USCIS) in the Department of Homeland Security must use the “
Application Final Action Dates” charts below for determining when they can
file such applications. This bulletin may indicate the ability for such
individuals to instead use the “Dates for Filing Visa Applications” charts
, when USCIS determines that there are more immigrant visas available for
the fiscal year than there are known applicants for such visas.
如果visa bulletin只针对485而言的话，我的PD大概是2015年8月中下旬，那么现在的
那个application final action date现在是2014年5月1号，再过一年4个月，如果排期
不后退的话，那么这个final action date就会变成2015年9月1号，这个时候，如果我
的PERM批下来了，就可以140和485一起提交了？这样做是不是风险比较大？海事所最好
是分开提交？

建议去隔壁版eb23问，那边对485研究比较多。
