if you did not apply for OPT ever before (based on your PhD), you can still
get OPT based on new master's.

Thank you for reply, but the oiss office told me and I quote "USCIS will not
approve an OPT application for a lower level degree once you've completed
the higher degree". And I said I didn't use my OPT. That's why I'm confused.

据我所知你们oiss说的是对的。读完phd再读master，即使没用opt也不能申请了我们
学校opt讲座时举过这个例子

据我所知你们的oiss说的是对的，学位要upgrade才能拿OPT，没有听过真实案例就是了
。

如果phd毕业后没有用过opt，ms毕业后应该还是可以有opt的
uscis 不知道你phd是否已经毕业，他们应该只看你有没有用过opt
试试看，大不了就是浪费几百块钱

不能用。
OPT Eligibility
Students who plan to apply for OPT, must meet all of the following
requirements:
。。。
Have not already completed a higher level degree;
。。。
如果已经拿到PhD，不能再用master申请OPT。
