2017.
今天收到议员回信：
Your constitute application remains unchanged since the last update provided
on March 09, 2017, the case remain in background check clearance. We are
unable to determine at this time when the review process for the application
will be completed.
如何理解？ BC 完成了还是没有完成？在final review 的状态中（假定已经完成BC
and NC）?
