【请教】PERM可以同时提交I140和I485吗？# Immigration - 落地生根

如题。我记得好像15年开始可以一起递，但公司律师说不行。以下是公司律师回复原文：
“At this time you are not eligible to file the I-140 and 485 together
because your country and visa category are back logged, as explained in my
prior email. For a period of time USCIS was allowing for “pre filing” when
people’s priority dates were getting close but they are currently not
allowing people to do that, so we will file the I-140 only at this time and
then monitor the visa bulletin for when your priority date becomes current.”
想问他们说的是对的吗？一起递交140和485有什么好处吗？
另外，我是cap exempt的h1b，请问先提交485与否是不是在换一般工作时都要重新申请
一般的h1b？
