We wish to inform you that, generally, all I-140 petitions are adjudicated
individually by the USCIS. As such, you should be able to file multiple I-
140 petitions in different categories simultaneously, and these petitions
should not affect one another. We also constantly get NIW approvals for
clients who also have EB-2 PERM approval. However, we have recently received
an NIW denial, and the USCIS officer that issued this denial primarily
focused on the fact that this applicant later received EB-2 PERM approval,
arguing that obtaining a National Interest Waiver to waive labor
certification process would not be necessary. This is only the second time
we have received an NIW denial for this reason, the first time being four
years ago, so we still believe that you should be able to proceed with both
NIW and PERM at the same time without the two petitions interfering with one
another, but we did wish to provide you with this information for your
reference. We will monitor our NIW cases and provide updated information
regarding this issue if necessary.

剧了。理由是移民官说，你随后会收到eb2的approval，所以没有必要再NIW，就把他给
拒了。感觉这也太不合理了啊。
公司律师帮我申请了eb2和eb1，我想顺手再弄个NIW。
