提交申请I-140的时候只有主申请人(H1B)在美国，另一半跟孩子在国内可以吗？
然后提交485的时候，必须要一家三口包括老婆孩子都在美国境内对吧？

Only you need to file I-140, 另一半跟孩子 just a placeholder in the form.
提交485的时候 You need to be in USA, if they want to file I-485, they need
to be in USA too, or they can do following-to-join in China after you get
approved.
