今天律师来信说我是对的，同意帮我file application了。

BAL律师坚持10月份用A表Filling，怎么和BAL律师说
我EB1B的PD是08/2017，根据B表，应该是可以fill application了。可是BAL律师非要
说是根据Final Action Date来File Application
怎么和BAL律师来解释？

发邮件，内容就是 capital的SB，然后把移民局的link 附上就完了

把移民局采用了表B的网页发给律师看？如果他还不承认，那说明不是个合格的律师啊。

这些link 都发了，BAL律师的回复还是：
Visa availability is determined by Department of State and not USCIS.
If USCIS determines that visa numbers are available then they will indicate
that they using the dates of filing chart.
However, as indicated on that same page,
USCIS is deferring to Department of State and using the final action dates.
We must use the final action date visa bulletin to determine
when a person can file the adjustment of status.

You must use the Dates for Filing chart in the Department of State Visa
Bulletin for October 2018."
你应该问一下你的律师，
whether or not they can smoothly read or understand English :)

已经把这个网页link发给律师了，发过去之后，律师再也没有回复了
