Is there a good reliable web link?
It seemed that Eclipse help system has it, but I prefer to have it
outside the help system (and avoid launching Eclipse since I am
using a different IDE). It there a simple way to get it out?

What do you want? Developing Plugins? There are many instructions
at eclipse.org. If you want their Java Doc, download their source
code.

I just wanted to download the javadoc. Compiling javadoc can
be very troublesome.

I was looking for the same thing a few months back and didn't
find any. I end up building the javadoc myself. Doing it in
Eclipse wasn't very painful. 8-)
