话也不能这么说， 我觉得 country 还是应该填中国。

我现在猜是 city：houston 因为领事馆在houston
country: china 因为是中国护照
起码wiki上说issue country都是说所属国

look at the lines of questions, is there anywhere asking about what passport
is that? There must be a place you need to write China, if China is
answered in a privious question, you know you can put down Houston, USA in a
later question.
