lower than 59 is probably not for engineer, usually for non-technical staff members (secretary etc.)

as far as i know, many companies have similar leveling system, used in conjunction with the usual titles that people know of. you should know your level in your company (if there is such a system), especially if you have passed at least one annual review cycle. in that sense, msft is not "与众不同", what makes it "与众不同" is that, being a huge software giant, there are so many internal ppls from within msft posting information on public web, now its "internal" leveling system is kind of public knowledge already.
