has received a sufficient number of H-1B petitions to reach the statutory
cap for fiscal year (FY) 2014. USCIS has also received more than 20,000 H-1B
petitions filed on behalf of persons exempt from the cap under the advanced
degree exemption. After today, USCIS will not accept H-1B petitions subject
to the FY 2014 cap or the advanced degree exemption.

USCIS will use a computer-generated random selection process (commonly known
as the “lottery”) for all FY 2014 cap-subject petitions received through
April 5, 2013. The agency will conduct the selection process for advanced
degree exemption petitions first. All advanced degree petitions not selected
will be part of the random selection process for the 65,000 limit. Due to
the high number of petitions received, USCIS is not yet able to announce the
exact day of the random selection process. Also, USCIS is currently not
providing the total number of petitions received, as we continue to accept
filings today. USCIS will continue to accept and process petitions that are
otherwise exempt from the cap.
USCIS will provide more detailed information about the H-1B cap next week.

今年的分母我觉得不会像08年那么低，08年第一周就总数16万个petition了，听说是第
一天就爆掉了。
今年第一天第二天估计都没有爆，而且也不会多那么多。。

没有CPT啊，都已经PHD毕业了，而且我们也是被公司害了，让我们去年申请HIB都拿到
了，一定要等到OPT EXTENSION用完了才帮申请，结果现在遇到抽签。。。。。。公司
说有一个BACK UP PLAN但是在抽签结果不知道前是不会告诉我们的

USCIS主页上有这句话：
Multiple or Duplicative Filings
On March 19, 2008, USCIS announced a regulatory change to prohibit employers
from filing multiple or duplicative H-1B petitions for the same employee.
To ensure fair and orderly distribution of available H-1Bs, USCIS will deny
or revoke multiple or duplicative petitions filed by an employer for the
same H-1B worker and will not refund the filing fees submitted with multiple
or duplicative petitions.

不能够查护照号吗？

uscis要是这么雷厉风行和高效率就好了，他们抱怨没funding，这个系统早就应该搞电
子申请，虽然也要寄hardcopy，但是同时需要把护照，别的id输入电子系统
就不会一个icc一年用8000名额，不好年景，所有老中一年就申了3000名额
哎，一句话，你要uscis改进他们自身的工作，还不如让他们想办法打击icc来得快一些

问题是这好像就是合法的，起码没有被明文禁止，所以即使查护照，也没办法啊。。。
我觉得打击icc的本质就是打假，给印度的大学做公证，只有公证过的大学才可以申h1b
