It does appear that NSC in its adjudicating process is asking for pay stubs as proof of employment, contradicting SEVP guidance. NSC is the adjudicator for OPT and OPT extension; while OISS only recommends that a student be granted OPT/Extension. I can understand your frustration, though it is not the first time that one division of U.S. government is contradicting another. I would advise that you seek a position that pays, even if it’s nominal, rather than an unpaid position. You may also choose to seek legal counsel via an immigration attorney.
