My final year of PhD, I finished all my course requirements, and I have only
my final defense left.
I already got post-opt (my advisor signed for me) and started working now,
at the same time,I'm preparing my thesis.
I may defend my thesis in August, can my current company apply H1B for me
this April? Does the material for applying H1B require an American degree?

You can use your B.S. degree from China to apply for H1b.

But you will not be eligible for these advanced quote for who graduate with
Master or PhD in US.
The one who graduate with Master or PhD in US have two lottery chances. One
for advanced, one for regular.
